NOTICE OF RACE

(Version 4 – 28th December, 2012)

The Garda Trentino Eurolymp will be held at Riva del Garda (TN) Italy from May 07th  to  May 12th,  2013.

The Organising Authority is Vela Garda Trentino.

1 RULES

1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).

1.2 RRS Appendix P, Special Procedures for Rule 42, will apply.

1.3   For Final races, ISAF Addendum Q, Umpired Fleet Racing, available on the ISAF website (www.sailing.org), will apply and changes a number of racing rules. The version that is current when the regatta begins will appear in full in the sailing instructions.

1.4 For Paralympic events,

1.4.1 The 2.4 Norlin One Design Class rules will apply

1.4.2 SKUD 18 Class Rules C2.1(d) and C3.2(e) will not apply.

1.4.3 This will be a Sonar Class Association Appendix B - Alternative Rules event.

1.5 The Italian Sailing Federation Prescriptions that will apply are stated in full in Addendum B of this Notice of Race.

1.6 If there is a conflict between languages the English text will take precedence.

 

2. ADVERTISING AND BOW NUMBERS

2.1 Boats may be required to display bow numbers and advertising chosen and supplied by the Organising Authority.

2.2  Competitors aboard the boats ranked first, second and third in the series at the beginning of each day, shall wear yellow, blue and red bibs respectively while racing. The bibs will be provided by the Organising Authority.

 

3. ELIGIBILITY AND ENTRY

3.1 Competitors and coaches shall enter by completing the on-line entry form on the event website www.fragliavelariva.com  and paying the required fees. On-line entry opens on Jan 15th, 2013. 

Entries must be received no later than Apr 07th, 2013 to qualify for the early entry fee and will not be accepted after Apr 28th, 2013. Entry in the event is not final until registration is completed.

3.2 ISAF Eligibility shall apply. Each athlete shall be registered as an ISAF Sailor on the ISAF website: www.sailing.org/isafsailor

3.3 Olympic gender requirements will apply for each Olympic event. Men and mixed teams are not eligible to compete in women’s events. Women are not eligible to compete in men’s events.

3.4 Competitors under 18 years of age shall present a signed and completed parent (or guardian) consent and declaration form at registration. The forms are available for download on the event website www.fragliavelariva.com

3.5 For the Paralympic events, only competitors or teams that meet Paralympic Eligibility criteria will be scored for EUROSAF Champions Sailing Cup points. Other teams are eligible to compete in each event.

3.6 The regatta is open to boats competing in events chosen for the 2016 Olympic Sailing Competition and the 2016 Paralympic Sailing Competition.

3.8 The Organising Authority may cancel an event if the minimum number of entries have not been received by midnight (local time), Apr 28th, 2013. Competitors will be notified of cancelled events by email and posting on the event website. The entry fees for cancelled events will be refunded.

 

4.  IFDS FUNCTIONAL CLASSIFICATION

4.1 Disabled sailors shall have valid International Classification under the IFDS Functional Classification System.

4.2 Protests regarding classification may be filed not later than "first appearance." However, protests will not be decided at the regatta.

 

5.  FEES

5.1 Fees are stated in Euro and include any local taxes. Entries must be free of charge for the OA. Entries received by Apr 07th, 2013 will qualify for the Early Entry Fee.

6. FORMAT

6.1 For Olympic events, 

6.1.1   The regatta will consist of a Qualifying Series (two days with 3 or 4 races per day), a Fleet Racing Series (two days with 3 or 4 races per day) and a Final Race or Races.  

6.1.2  If an event has a large number of entries, the Qualifying Series fleet and the Fleet Racing Series fleet may be divided into groups.

6.1.3  There will be ONE Race on the Final Day in ALL events except for Men’s Skiff and  Women’s Skiff for which there will be THREE Final races. 

6.2  For Paralympic events, the regatta will consist of a single series. 

6.3  Other formats may be used as authorized by the Champions Sailing Cup Steering Committee.

 

The OA may change the format, terminate or eliminate any round, when conditions do not permit the completion of the intended format.  This will not be ground for a request of redress (change Rule 62.1a)

 

7.  SCHEDULE

7.1      Competitors shall complete on-site registration from Monday the 6th to Tuesday the 7th every days from 9:00 to 13:00 and from 14:30 to 18:30 and Wednesday the 8th from 9:00 to 11:00 at the race offices of Fraglia Vela Riva, Circolo Vela Arco, Circolo Surf Torbole, Circolo Vela Torbole e Fraglia Vela Malcesine.

7.2      The first briefing for coaches and team leaders is scheduled for 17:00 on each hosting club on May 07th, 2013.

7.3      The opening ceremony is scheduled to begin at 18:30 on May 07th, 2013 at Fraglia Vela Riva

7.5 On the last day of racing, no warning signal will be made after 16:00.

 

8. EQUIPMENT INSPECTION

8.1 Each boat shall have a valid measurement certificate (if required by class rules). Boats shall use the approved Nationality Code Letters on their sails as required by the RRS.    

8.2 Competitors shall produce evidence of membership of the appropriate class association at the time of registration as may be required by the Organising Authority.

8.3 Boats shall be available for inspection from 09:00 on May 07th, 2013 or as agreed in writing with the Organising Authority. Details of pre-first race equipment inspection, location and schedules will be posted on the official notice board.

8.4 Boats may be subject to inspection at any time during the event. The procedures for inspections will be specified in the sailing instructions or equipment inspection regulations (EIR).

8.5 The equipment limitations as specified in the class rules shall apply. 

9.  SAILING INSTRUCTIONS

 

 Sailing instructions will be available beginning not later then Apr 25th, 2013 (online at www.fragliavelariva.com) and from May 07th at registration. Other documents governing the event will be published with the sailing instructions.

 

10.  VENUE

10.1 The regatta will be at Riva del Garda. Addendum <D> shows the location of the regatta harbour.

10.2 The racing area will be North Garda Lake.

 

11.  THE COURSES

 The courses will be Windward/Leeward or Trapezoid except that any other courses adopted by ISAF for the 2016 Olympic Sailing Competition or approved by the Champions Sailing Cup Steering Committee may also be used.

 

12. PENALTY SYSTEM

For the Men's Skiff, Women’s Skiff, Mixed Two Person Multihull and Paralympic Two Person Keelboat events, RRS 44.1 and RRS P2.1 are changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

 

13.  INTERNATIONAL JURY

An International Jury will be appointed in accordance with RRS 91(b). Its decisions will be final as provided in RRS 70.5

 

14   SCORING

14.1  The Low Point System of RRS Appendix A will apply. RRS Appendix B8 is deleted.

14.2   For the Qualifying and Fleet Racing Series together, or for the Paralympic classes with a single series, a total of at least 3 races are required to be completed to constitute a  regatta. When 5 or more races have been completed, a boat's series score will be the total of her race scores excluding her worst score.  

14.3   The top SIX boats overall after the Fleet Racing Series in the Olympic classes but not including Men’s Skiff and the Women’s Skiff will carry forward their overall position to the Final Race which shall be added to their Final Race position to give the overall Event score.   

14.4 The top EIGHT boats overall after the Fleet Racing Series in the Men’s Skiff and the Women’s Skiff  classes will carry forward their overall position to the Final Races which shall be added to their THREE Final Races positions to give the overall Event score.  

14.5  Ties in the Final Race series will be decided on the Final Race or Races scores. This changes RRS Appendix A8 Regatta scoring system. 

 

15. SUPPORT BOATS AND PERSONNEL

15.1 Mechanically propelled boats are generally prohibited to sail on the northern part of Lake Garda, however, during this event, a special permit to use such boats may be given Support personnel having a boat, shall produce the following documents to the organising authority: 

 

 rib’s engine registration document (engine brand name - engine serial numbers); 

 

 rib’s engine insurance; 

 

 Driver’s identity document.

 

 The Organising Authority may refuse registrations and accept later registrations at their sole discretion.

 The permit will be issued only for assistance to the races and training and it can be withdrawn at any time if rules for coaching as stating in the SI will be not followed. 

15.2 It is forbidden the navigation of private assistance boats on the right hand site of the course.

 

15.3 Support boats, team leaders, coaches and other support personnel shall register at the Race Office within the registration time (see schedule).

 

15.4 The entry fee for coach boats is 100Euros. This fee includes launching and mooring of the coach boat, flag for sailing in North Garda lake, daily pasta (or equivalent) after racing and access to all Social Events.

 

15.5 All support boats shall clearly display the 3 letter national code of their ISAF Member National Authority and/or their national flag at all times while afloat. The minimum height for the letters shall be 200 mm and visible from both sides of the boat. Minimum size of the flags is 40 cm x 50 cm. The flags shall be clearly visible on both sides of the boats.

 

15.6 Support boats with team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the starting sequence until all boats have finished or the race committee signals a postponement, general recall or abandonment.

 

15.7  Request for charter motor boats could be delivered to info@fragliavelariva.it.

 

16.  BERTHING 

Boats shall be kept in their assigned places in the boat park or harbour. 

17. HAUL-OUT RESTRICTIONS

Boats assigned places in the harbour shall not be hauled out during the regatta, except with and according to the terms of prior written permission of the race committee.

 

18.  DIVING EQUIPMENT AND PLASTIC POOLS

Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta.

 

19.  RADIO COMMUNICATION

Except in an emergency, a boat shall neither make nor receive radio transmissions, text messages or cellular phone calls while racing except in an emergency or when using equipment provided by the race committee.

 

20. PRIZES

 Medals will be awarded to the top 3 boats in each Olympic and Paralympic event. The Organising Authority may alter prizes if less than 10 boats are entered in an event.

 

21. INSURANCE

 Each participating boat must hold third party liability insurance with a minimum cover of at least 1,000,000 Euros (or equivalent) per incident.

 

 

 

22.  DISCLAIMER OF LIABILITY

 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. Neither the Organising Authority nor EUROSAF will accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

 

23.  MEDIA RIGHTS, CAMERAS AND ELECTRONIC EQUIPMENT

23.1 By participating in an event of the EUROSAF Champions Sailing Cup competitors automatically grant to the Organising Authority, EUROSAF and their sponsors, the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation.

23.2 Boats may be required to carry cameras, sound equipment and positioning equipment as specified by the Organising Authority.

23.3 The top three competitors as well as the individual race winners may be required to attend a media press conference each day.

23.4 Competitors may be required for interviews at the regatta.

1.Weather information: Spring weather conditions

Thanks to the lake Riva del Garda benefits from a Mediterranean climate. In May temperature car reach 21°/25° degrees during the day.

Wind / Racing: Northern Lake Garda is well known for being a “sailing” mecca, largely due to

the thermally generated “Ora” wind that kicks in from the south usually around 12-1pm, and

builds regularly up to a F4 and occasionally up to a F6-F7. This places an emphasis on strong

boat handling as well as speed in these conditions. Conventional theory is that “there’s more

breeze nearer the cliffs” but that only holds true some of the time and also depends on the

racing area you use. Occasionally you get thunderstorms rolling around the mountains and the

clouds and drop in temperature can prevent the “Ora” from kicking in and if the light northerly

or “Peler” is in place racing does sometimes take place in the ‘wrong direction’ which

emphasises a range of different skill sets.

There is an accommodation list on the club website, which provides extensive details of the accommodation that’s available. Typically the best options are either hotels or selfcatering

5. General Information

Location: Fraglia Vela is situated in Riva Del Garda, located in Riva, which is in the North

West corner of Lake Garda in Northern Italy. The town of Riva is particularly attractive and

has a wide range of shops, bars and interesting restaurants. For non-sailing friends there’s

a lot to do on holiday including mountain biking, windsurfing hill climbing, canyoning, beach

activities (pebbly), canoeing etc. The majority of which are all available within a short walk

of the town centre. One of the features of this end of the lake (in Trentino) is that no

motorboats are allowed (other than ferries or rescue boats) which helps to keep the noise

levels down and the dreaded jet-skiers out of the picture. So if you have friends or relatives

interested in “sharing” your holiday – bring them along.

Getting There: Airports to head for are either Verona, Brescia or Bergamo, all of which can be

reached by a number of cheap airlines e.g. Ryan air or FlyBe.

The nearest Airport to Riva d/G is the Verona Catullo one, that is 60 Km far away from Riva.

On arrival at the airport of Verona the next issue is transport to / from Riva.

Options include:

Taking direct buses Verona - Riva d/G (for more info see www.aptv.it ).

Taking the railway Verona - Rovereto. From Rovereto to Riva there is not railway service but

buses connect the two towns nearly every hour (for more info see www.ttspa.it )

Taking a taxi. For more info about taxes see the above point taxi service.

Hiring car for the week (for more info see www.avisautonoleggio.it ). If driving from the Airport

then follow the A4 east to the A22 North signposted Brennero, and exit at the Rovereto Sud

exit (toll fee payable). Follow signs to Torbole and then Riva. After the tunnel from Torbole you

will enter Riva itself, continue on the main road until you get to a roundabout, turn left here and

the sailing club

If flying to Milano, please take note that particularly the Milano Malpensa Airport is 250 Km far

away from Riva del Garda. The Milano Linate Airport is a bit nearer but is always much better

to choose flying to Verona.
